  I've been plagued with this problem for awhile and JUST found the solution that worked for me. Reallly simple. This link takes you to Microsoft Visual C++. Just. if 32bit, you can't install recent premiere pro versions. if you have 64bit os, check c>program files>adobe>adobe premiere pro cc Right-click "Adobe Premiere Pro" (in your Start-menu for example) and choose: Wont launch from PP Adobe Cloud - though it shows as running task in.
